Withdrawals, Incompletes, Failures, and Waivers

Command

This section contains information about withdrawals, failures and waivers.

Withdrawals

If a Sailor needs to withdrawal from an NCPACE IL course after the drop period, they will need to contact their instructor and NCPACE Command Coordinator. If they withdraw for personal reasons, they will earn a "W" grade and will not be authorized to retake the course again using NCPACE or Tuition Assistance (TA) funding. However, if they withdrawal for reasons outside of their control, such as one of the following, the command may authorize a Command Supported Withdrawal or "WX" grade.

  • Permanent Change of Station (PCS)
  • Temporary Additional Duty (TAD)
  • Emergency Leave
  • Operational Commitments
  • Hospitalization

If your command authorizes a Command Supported Withdrawal, the Sailor will be authorized to retake the course again using NCPACE or TA funding.

Requesting a Course Extension

If a Sailor needs additional time to complete their IL course, the instructor may award an Incomplete or "I" grade. If an incomplete is awarded, the Sailor must complete all required assignments/exams in the timeframe assigned by the instructor. The Sailor should contact their instructor and notify their NCPACE Command Coordinator.

Failures

Unlike NCPACE DL and TA, NCPACE IL courses do not require reimbursement of funds for a failing grade (D or lower for undergraduate and C or lower for graduate). However, if a Sailor fails an NCPACE IL course, they will not be authorized to retake the course again using NCPACE or Tuition Assistance (TA) funding. NCPACE IL will fund a course one time, with the only exception being when a command supported withdrawal or "WX" grade is earned.

Navy College Policy Waiver Information

First Permanent Duty Station Waivers (NAVADMIN 190/14)

COs and OICs may approve a waiver to the requirement that you be onboard for one year at your first permanent duty station before using TA/NCPACE. This waiver authority cannot be delegated. Required TA/NCPACE prerequisites are that you:

  • receive education counseling from a Navy College Education Counselor at a Navy College Office or via the Navy College Virtual Education Center.
  • have an education plan approved by a Navy College Education Counselor.
  • receive your command's leadership triad endorsement.

The waiver is granted upon Command approval of your NCPACE IL enrollment by CO/OIC.
