Tips for Helping Sailors

This section provides information to help guide Sailors through the voluntary education process. You will find information about the Joint Services Transcript (JST) including how to read the document, what it contains, and how to contact JST for various issues. Additionally, information about the tuition assistance (TA) process is provided to help Sailors get started and obtain funding for their courses.

Joint Services Transcript (JST)

Joint Services Transcript (JST) documents American Council on Education (ACE) recommended college credit for military training and occupational experience. The JST is an academically accepted record validated by ACE. The primary purpose of the JST is to assist Sailors in obtaining college credit for their military experience.

A DD214 may be necessary to document training and experience that is not eligible but not contained on a Sailor's JST.

JST Sections and Contents

The JST includes American Council on Education (ACE) recommended credit for each of the below in separate sections:

  • Military Courses – This section contains all completed courses that have been evaluated by ACE, with full descriptions and credit recommendations.
  • Military Experience (Occupations) – This section contains occupations designators, full descriptions, skill levels, and credit recommendations. Not all occupations have been evaluated by ACE.
  • College-level Test Scores – This sections contains exams completed by the Sailor and the ACE credit recommendation, if available, including:
    • College Level Examination Program (CLEP) Tests
    • DANTES Subject Standardized Tests (DSST)
    • Defense Language Proficiency Tests (DLPT)
    • Excelsior College Examinations (ECE)
  • Other Learning Experiences (OLE) – The professional education and training experiences that do not have official ACE credit recommendations are listed within this section along with the reason codes for no credit recommendation.

JST Addendums

JSTs are broken into two sections:

1. JST Summary

The JST Summary is an unofficial section of the transcript and is formatted to resemble many college transcripts. It streamlines the JST, providing an overview of all ACE recommended credits found on the first section of the transcript. This section also contains cross-references to the appropriate Servicemembers Opportunity Colleges (SOC) Course Category Codes.

2. JST Academic Institutions Courses

This section is also an unofficial part of the transcript that provides additional information to assist in advising Sailors. This section may contain one or more of the following:

  • TA/NCPACE funded courses
  • Academic degrees and certificates earned from institutions accredited by a regional or national accrediting agency recognized by the Department of Education
  • Non-academic certifications and licenses
  • Degrees from foreign colleges or institutions may ONLY be added to the JST if the transcript is from a college or institution which is accredited by a regional or national accrediting agency recognized by the Department of Education. Foreign credit evaluations are not accepted. TA funded courses are automatically reported on the JST. Non-TA funded courses can be added to the JST as long as they were taken while on active duty. Sailors should have an official transcript sent directly from the academic institution to the JST Operations Center:

If the school utilizes a secure parchment service, transcripts may be transmitted electronically to The Sailor should e-mail the JST Operations Center at to notify them that they are having an official transcript sent from the school for the purpose of adding non-TA funded courses to their JST. E-mail should also include the Sailor's name, rate/rank and contact information.

Degree Completion

In accordance with the DOD MOU Navy addendum, all academic institutions are required to submit degree completions to the Navy. This can be accomplished by mailing official transcripts to the JST Operation Center (see above for address)

Tuition Assistance Process

Below is a brief overview of the TA process for Sailors. More detailed information can be found by reviewing The VOLED Process and Tuition Assistance sections of this website.

  1. Complete required training
  2. Request and complete education counseling with a Navy College Education Counselor
  3. Once you have selected an academic institution, obtain a degree plan and upload it to the MyNavy Education small square with diagonal arrow extending from it portal under “MyNavy Education Plan”
  4. Submit WebTA Application at the MyNavy Education small square with diagonal arrow extending from it portal
  5. Once the TA voucher is received, enroll in courses at the selected school (notify Navy College Virtual Education Center (NCVEC) of any changes to courses before your start date)
  6. After completion of the course, ensure course grades post to your education record or submit grades to the TA Accounting Office. See the Course Completion Responsibilities section of the Sailor Responsibilities page on this site for more information.
