Serving Sailors on Base

Educational institution may request installation access for permissible activities. There are three permissible activities for which academic institutions may be granted access to an installation:

  • Participating in sanctioned events (Education Fairs) that promote higher education and providers of it
  • Providing counseling services to currently enrolled students
  • Providing courses and degrees on base for Service members, using government facilities

For any other reason, the school should contact the appropriate Region Advisor for assistance. This includes “Meet & Greet” visits by school leadership with base commanding officers. To board the base for any reason, including those listed above, an academic institution must submit their request through the AI Portal small square with diagonal arrow extending from it.

Participation in Sanctioned Events

Educational institutions interested in participating in sanctioned events, to include education fairs, on a Department of Defense (DoD) installation must submit their request through the AI Portal small square with diagonal arrow extending from it. The responsible Region Advisor will review and analyze the request on behalf of the installation commander.

Providing Counseling Services

To provide student support services to your current students, you must use the following process:

  1. Request base access via the AI Portal small square with diagonal arrow extending from it
  2. Notify your current students of the date and appointment times of your visit
  3. Board the base and counsel your students
  4. Close out the approved base access request process in the AI Portal.

Providing On Base Courses and Degrees

Educational programs delivered on base are identified by installation Base Education Needs Assessments (BENA). These are conducted periodically to ensure the educational programs and courses offered on base meet the needs of the base population. During the BENA process, response analysis may compel the Navy to issue a Request for Proposal (RFP) for new academic programs to be offered on the base. Base Access Request Process

DoD Instruction 1322.25, "Voluntary Education Programs," allows educational institutions access to military installations to provide programs, services, and education guidance to their students or to participate in sanctioned base events.  Only eligible institutions will be considered for base access. Eligible institutions:

  • have a signed Voluntary Education Partnership Memorandum of Understanding with the DoD.
  • comply with state requirements and laws.
  • are state approved for the use of veterans’ education benefits.
  • are certified to participate in federal student aid programs through the Department of Education (ED).
  • are accredited by a national or regional accrediting body recognized by ED.

Institutions desiring base access must submit their request through the AI Portal small square with diagonal arrow extending from it. The request must be submitted no later than 14 calendar days before access is desired. The Navy Base Access User Guide provides the instructions for submitting requests in the AI Portal.

Approval of a base access request by Navy Voluntary Education means that the purpose of the visit is approved per all DoD and Navy Voluntary Education regulations. In addition, visiting academic institution representatives must still follow all local base guidelines and satisfy base security access requirements.
