Obtaining NCPACE DL tuition funding is one part of the Voluntary Education process. The following steps focus on how to receive approval of your NCPACE DL application. These steps should be completed in order. Note: you must submit required documentation at specific points in the process.

Inform your chain of command of your interest to start or continue your education. (Many commands require a special request chit to proceed.)
Sailors are required to complete two training topics: Navy Virtual Counseling 101 and NCPACE Policy and Procedures training. Both are a once per naval career training requirement for new NCPACE users and must be completed before being eligible to participate in NCPACE.
Note: If you have already completed NCPACE courses, but have not completed the online NCPACE Crew Brief Individual training that became available in 2016 or the new online NCPACE Policy and Procedures training that became available on 29 SEP 17, you will be required to complete the newer online NCPACE Policy and Procedures training entry in your education record prior to taking additional NCPACE courses. You can verify the training in your MyNavy Education record.
The Navy Virtual Counseling 101 course is located in the MyNavy Education Module. This course will help to prepare you for your academic counseling with a Navy College Education Counselor (Step 3) and will provide information and guidance on establishing education and career goals, selecting and applying to an academic institution, and an understanding of the higher education life cycle. Upon completion, the results are immediately posted in your MyNavy Education record. Retain the completion certificate for your records.
Note: Sailors who have already completed the Higher Education Preparation (HEP) course will not need to complete the Navy Virtual Counseling 101 course. HEP course completion certificates will continue to be accepted until 1 JAN 18. Please upload your completion certificate in the MyNavy Education Module.

Note - IMI Training/IE Issues: Tuition Assistance (TA) and Virtual Counseling Training IMIs will not launch when using Internet Explorer (IE) and Virtual Counseling IMI freezes up. Refer to IMI Training and IE Issues 11 Dec 2017 and IE Settings PPT for guidance.
Per NAVADMIN 243/17, for each level of academic pursuit (certificate, associate, bachelor’s or master’s) funded by NCPACE or TA, you must receive academic counseling from a Navy College Education Counselor and upload, at a minimum, an unofficial education plan to MyNavy Education before enrolling in any classes. Your Navy College Education Counselor is there to help guide you through the process of selecting a pathway to reach your personal and professional goals. The counselor will help you establish an education plan to advance your personal and professional journey. Contact a Navy College Education Counselor for virtual counseling or your servicing OCONUS Navy College Office Counselor.

Upload your education/degree/academic plan in a Word or PDF format in the MyNavy Education Module under "Education" and then "Upload Files". When uploading the file, use the school name for "File Name" and the degree and major for "Description." An evaluated education/degree/academic plan must be reviewed and approved by a Navy College Education Counselor by the completion of 9 semester hours in order to continue to participate in NCPACE. Obtain an evaluated education plan from your academic institution which contains the following:
Once your record has been updated with your degree plan and required training, go to the NCPACE DL catalog in MyNavy Education to select a course(s). After course selection, contact the NCPACE DL academic institution or go to their website's NCPACE section to obtain information on course delivery methods (CDROM, DVD, MP4 etc.), available term dates, textbook/material purchase, official course registration and proctor information. If you will be transferring your NCPACE DL course to another institution, be sure to contact your home institution to verify transferability in writing.
Next, create and submit your NCPACE DL application using the MyNavy Education module. As part of the application process, you are required to list a command approved proctor with their contact information (name, rate/rank, email, work phone, and command mailing address). Check with the academic institution for any specific proctor requirements. Your Command Approver will certify the proctor that you list in the application.
Per NAVADMIN 243/17, all NCPACE DL applications must be submitted and command approved between 120 and 14 days preceding the academic institution's published term start date. Submitting your NCPACE DL application early allows sufficient time to resolve issues and to review and authorize your NCPACE DL funding in a timely manner.
Once the NCPACE DL application is authorized, you will receive an email with a link to your voucher in MyNavy Education. Next, select "NCPACE", "Review Applications", search for the document and select "view". Lastly, print, sign and deliver the voucher to the academic institution. Or, save the voucher and digitally sign it, which makes it easier for those without a scanner to email the voucher to the academic institution.
Reminder: You must officially register with your NCPACE DL academic institution to enroll in the course(s). The NCPACE DL voucher provides funding, but does not enroll you into the course.
Upon completion of your NCPACE DL course, complete the NCPACE survey.
